Originally established as R20 to empower regional and city governments to implement low-carbon energy projects, Catalytic has evolved into a foundation dedicated to transforming climate ambition into investable opportunities. Today, through programmes such as Catalytic Cities, Catalytic develops blended finance mechanisms that connect local priorities to global capital — expanding municipal capacity, improving access to technical assistance, and helping cities and regions move from planning to investment.

This new global commitment marks a decisive shift for subnational leadership. As national governments increasingly align their climate and financing strategies with local priorities, the groundwork is set for coordinated implementation at scale. Catalytic is proud to contribute its technical and financial expertise to this effort, including through its partnership with Bloomberg Philanthropies and the Cities Climate Finance Leadership Alliance (CCFLA).

Together, these initiatives strengthen the financial architecture needed to unlock public and private investment — empowering cities, states, and regions to deliver the climate solutions that build resilient, low-carbon economies.
